Bwin, the Austrian online gaming giant and online bingo operator submitted suggestions at the recent Gaming Executive Summit in Madrid aimed at promoting a regulated online gaming industry environment in Spain.

Karin Klein, Bwin's Regulatory Affairs Director for European online gambling giant Bwin, presented suggestions saying new Spanish online gaming regulations should account for the country's  existing license and tax laws, transparency of companies, security, promotion of a responsible gaming policy and the creation of an independent control body.

The Ukraine's Accounting Chamber is saying not enough is being done to bring about a better regulated gambling market and that the fault lays with state bodies responsible for legislative and regulatory state policy.

A lack of dynamic action on the part of legislators has stopped effective regulation that could reduce gambling-related crimes, protect players and help boost taxes for social expenditure, according to a report by the Accounting Chamber Board.

In an update to the story in which gaming giant Rank persuaded the VAT and Duties Tribunal that Her Majesty's Revenue & Custom's practice of charging VAT on interval bingo games was against European law, the Treasury is being accused of delaying tactics over the case.

The previous ruling in favour of Rank's argument against VAT on some versions of interval bingo was related to the games played during intervals between sessions of a main stage land bingo game (also known as mechanized cash bingo, or cashline).

Rank successfully argued that the charging of VAT on some versions of interval bingo was in breach of the current European principle of fiscal neutrality. If upheld, the ruling could translate into a possible £100 million windfall for bingo operators.

However, the Treasury delayed an appeal against the ruling till the last moment, thus prolonging the case at a time when land bingo operators need all the breaks they can get.

Turkey is reported to be close to privatizing the country's state-owned National Lottery, with some estimates saying this may happen by August.

Global Betting and Gaming Consultants believes online bingo games can eventually constitute as much as 25% of the international online gambling industry.

The Bingo Association, a group representing the embattled UK land bingo industry, has given its response to the UK government's proposal to change the rules regulating the number of B3 machines permitted in UK licensed bingo clubs saying it warmly welcomes the move.

The announcement, made by Minister for Sport Gerry Sutcliffe last week, makes provision for an additional four machines per club and follows a period of intense consultation with the Department for Media Culture and Sport.

The revision to the Gambling Act addresses the loss of machines at land bingo clubs after its implementation in September 2007.  Sutcliffe's announcement effectively restores bingo clubs' machine entitlement to levels operating prior to the Act taking effect.
